  neutron-lbaas plugin installation breaks on gates

Status in neutron:
  New

Bug description:
  Because of latest changes for neutron-lbaas devstack configuration,
  all gates are broken.

  VM with devstack doesn't have `add-apt-repository` command. added in
  this commit https://github.com/openstack/neutron-
