  we should use oslo.cache rather than memorycache.py

  Opinion

Bug description:
  according to http://git.openstack.org/cgit/openstack/nova/tree
  /openstack-common.conf nova/openstack/common/memorycache.py use oslo-
  incubator's code.

  But osolo-incubator core member says "incubator code needs to die and
  not be enhanced."
