  Clicking on the same link triggers the modal and causes modal to hang

Bug description:
  Observed behavior: A user clicks on a link that points to the same
  route that the user just requested. The user sees a modal pop up with
  a spinner, indicating that something is loading.

  Expected behavior: A user clicks on a link that points to the same
  route as the route the user just requested. The user remains on the
  route and does not navigate to another route. No modal pops up
  indicating that something is loading.
