  exclude network without subnet in create instance

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  while creating new instance the provided network should contain a
  subnet. otherwise it is failing.

  In horizon we can filter the network to avoid the unnecessary server
  call.
