Bug description:
  Hello,

  Unless I'm mistaken, there's a small typo on the usage/base.py file
  that is causing the quota information to not be displayed on the
  Overview page.

  usage/base.py sets "self.quotas":

  https://github.com/openstack/horizon/blob/stable/folsom/horizon/usage/base.py#L110

  But the template refers to "self.quota":

  https://github.com/openstack/horizon/blob/stable/folsom/horizon/templates/horizon/common/_quota_summary.html#L5

  Fixing either file to refer to the right variable fixes the problem.
