  Cannot inject root password

Status in OpenStack Compute (nova):
  Expired

Bug description:
  We are upgrading our environment from icehouse to kilo and discovered
  that new deployment no longer allows admin password injection.

  SETUP:

  Deployed using Mirantis 7.0

  2x Controller nodes
  2x Ceph storage
  many compute nodes

  Compute node is already setup as

  inject_password=true
  inject_key=true

  
  Key injection works fine, its only the setting root password from dashboard that does not work.
