  policy topic document has been out of date

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  When I tried fix policy related bugs(#1411239) found that
  horizon/doc/source/topics/policy.rst has been out of date.

  We do not use "oslo-incubator" in horizon now. 
  There is file "openstack_dashboard/openstack/common/policy.py" in hoirzon
