  Delete VM fail because the port in VM is binding failed

Status in OpenStack Compute (nova):
  Expired

Bug description:
  1.  create VM, binding:vif_type  in port is binding_failed
  2. delete the VM
  we will find the exception: NovaException: Unexpected vif_type=binding_failed
