Public bug reported:

Project selection pulldown in header is controlled to display only enabled projects.
However, in project list page, "Set as Active Project" menu is displayed even thought a project is disabled.
And error message "Project switch failed for user xxx" is displayed.
It should be improve not to show if the project is disabled.
