When Editing user settings [username]->Settings the help mouseover value
"Number of items to show per page (..."  is not shown as translated.

This failure can be seen in the Pseudo translation tool if it's patched
with https://review.openstack.org/#/c/298379/

and can also be seen in Japanese. Note that the segment is translated, but not displayed in Horizon:
