  Add a flag for passing user-specified options to dnsmasq

Status in OpenStack Compute (nova):
  Fix Released

Bug description:
  It would be nice, and relatively future-proof, if passing options to
  dnsmasq could be done via a general config option through nova.conf
  instead of having to patch linux_net.py each time.

  Current defined options can be left alone for backwards-compatibility.
