Cleaning up my static folder and running collectstatic made the keypair
turn to not required in the default theme. Like what? I dunno. Thanks
Rob for confirming the non-issue.

  [Launch instance NG] Default theme does not make keypair required, but
  material them does

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  On the launch Instance NG modal, the Keypair is not required on the
  default theme but if you change to the material theme, it is.

  Im guessing the default theme is wrong here, because the python launch
  instance modal did enforce the keypair.
