The quotas tests in the case of create resources over limit value are
not covered enough in unit tests/functional tests.

A part of the quota test of the network already exists.
But these tests do not exist - subnet/port/router/security group/security group rule/floatingip.

These tests are necessary for it avoid that the user can create
resources by mistake.
