    Fix batch action buttons state loosening
    
    Now the batch button correctly reacts to toggling row checkboxes.

  Batch buttons enabled/disabled state is lost on table rows update

Status in OpenStack Dashboard (Horizon):

Bug description:
  Steps to reproduce:

  1. Launch an instance
  2. While the row is being updated, select it - notice that 'Delete Instances' button became enabled
  3. Once row update finishes, 'Delete Instances' becomes disabled although an Instance row is still marked.
