[Bug 1568342] Re: Ubuntu Mitaka package fails to upgrade
This bug tracker is just for upstream Horizon development; packaged
versions should have bugs raised in their own trackers or with the
packager directly.

The workaround is to clean up the compiled static assets before upgrading (/usr/share/openstack-dashboard/openstack_dashboard/static). I think it should be done in the pre-install script.
