    Add network types used by midonet
    
    Don't enable them unless explicitly configured in local_settings.

  horizon can't specify network types for midonet

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  midonet uses network types like "midonet" and "uplink".
  there's no way to create networks with those types via horizon.
  ideally horizon should not have the list of types hardcoded.
  (PROVIDER_TYPES and other places like _clean_segmentation_id)
