Title:
  Ceilometer dashboard send requests with redundant timestamp queries

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  For requests with many resources horizon sends too many timestamp query for statistics request. It caused by incorrect using of mutable variable in next lines:
  https://github.com/openstack/horizon/blob/master/openstack_dashboard/utils/metering.py#L178

  In this code we append data for existing query list, what causes
  invalid requests.

  Example:
