Title:
  remove network from dhcp code changes too many ports at once

Status in neutron:
  Invalid

Bug description:
  The code to remove bindings from dead DHCP agents for a network
  incorrectly updates all ports on the agent at once. This means that
  every network removed from the agent will result in all of the agents'
  ports being updated for each network.
