[Bug 1573566] [NEW] Instance actions displayed when instance is locked

Public bug reported:

When you lock an instance some actions, like STOP, SOFT REBOOT, etc, can
not be executed. In Horizon Liberty (8.0.0), when you lock an instance,
the drop down actions button displays actions that can not be done in
"LOCKED" state.

How to reproduce:
1. Go to instance list
2. Click on the drop down button and click on "Lock" action for an instance
3. Refresh the browser
4. Click on the drop drop down button

Actual result: It shows instance actions that can not done when the
instance is locked

Excepted result: do not show instance actions that can not done when the
instance is locked

I would say that this is an unexpected behaviour from user experience
point of view, because if a user locks an instance and then clicks on
START or STOP action, Horizon will rise the red bubble with the error
message.

** Affects: horizon
     Importance: Undecided
         Status: New
