[Bug 1573869] [NEW] Redirect to a modal-like panel after a new volume type extra specs is created

Steps to reproduce:
1. Go to Admin -> Volumes panel 
2. On Volume Type tab, create a new volume type
3. View extra specs of this newly created volume type
4. Create a new extra spec
5. Page is redirected to a modal-like panel with close button

Since it has a close button, I think the content should be shown on a
modal.
