Title:
  Instance can't be deleted when it's failed in deployment.

Status in OpenStack Compute (nova):
  Expired

Bug description:
  1. Launch instance from a image created volume.
  2. Launch failed, instance status turns to Error.
   /var/log/cinder/volume.log:
  TRACE oslo_messaging.rpc.dispatcher ImageCopyFailure: Failed to copy image to volume: qemu-img: /dev/disk/by-path/pci-0000:81:00.0-fc-0x500507630648d067-lun-0: error while converting raw: Device is too small
  3. Try to delete the Instance, the instance can't be deleted. -Expected delete successful

  Deleting the instance from CLI or GUI fails. I checked the nova compute node for artifacts of the instance, but none were found. Various attempts to reset the state of the instance prior to deleting and force-deleting have not worked:
