  NSXv LBaaS driver Failed to re-start HA-Load-Balancer

Bug description:
  - OpenStack Kilo
  - NSXv 6.2.1

  I'm trying to create LBaaS VIP on port 22 and getting the following
  error in neutron.log

  cannot bind socket [192.168.112.103:22]

  For port 2022 all works fine.

  I'm using "exclusive" edges in HA mode.
