[Bug 1575589] [NEW] RemoveVIPFloatingIP.single() fails in Python 3

This function uses the list comprehension iteration variable where it
will be out of scope in Python 3, see
https://git.openstack.org/cgit/openstack/horizon/tree/openstack_dashboard/dashboards/project/loadbalancers/tables.py#n369

This should be replace with vip_fips[0]. As long as the intention is
only to remove a single IP, this code is then fine. Previously, if there
were multiple floating IPs, then only the first would be removed, but
the message would report that the last had been removed.
