    Add support for default dns for subnet
    
    This change allows a configurable default dns server list
    which will be pre-populated within the subnet creation screen.

Title:
  support default dns servers for subnet creation

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  When creating a subnet, users currently have a blank screen presented
  to them for dns servers.

  For our deployment, we would like to have a configuration setting
  where we can provide some default dns servers to use.

  This seems like a common need, for operators to ask that most users
  use a local dns server as a default setting for new subnets.
