I am not able to launch a instance in newly created openstack liberty
version.

Steps to reproduce:
================

While I am creating the instance I am getting an error mentioned below

Error: Unexpected API Error. Please report this at
http://bugs.launchpad.net/nova/ and attach the Nova API log if possible.
