Title:
  security-group-list api timeout that causes nova boot exception

Status in neutron:
  Expired

Bug description:
  This test bed has 200+ compute nodes in one region. The total # of
  security groups are more than 6k and rules are more than 30k.

  The concurrent booting VMs are all failed due to calling security-
  group-list API. We will continue investigating this scale problem and
  hopefully we will find out soon.
