  DVR logic in OVS doesn't handle CSNAT ofport change

Bug description:
  if the ofport of a port changes due to it being quickly
  unplugged/plugged (i.e. within a polling interval), the OVS agent will
  not update the ofport in its DVR cache of local port info so it will
  fail to be wired correctly.
