  Adding new service plugins requires updates to constants module

Bug description:
  
  Loading a new service plugin requires changes to the:
  neutron/plugins/common/constants.py

  If this can be made config driven, then eliminates the need to make
  code changes, and is potentially helpful when services/features are
  separated into a new repository.
