  rest client from opendaylight ml2 driver should be reusable

Status in neutron:
  Expired

Bug description:
  The current ML2 plugin for opendaylight is a single class.
  It would be better if it were split such that the rest-client could be easily re-used by additional plugins e.g a l3 service plugin and/or LBaaS, FWaaS etc...
