  test_resize_server_revert periodically failing on multi node neutron
  testing

  Since our logging isn't great here not sure where the neutron side of
  the error is.

  This is one of the last issues we are seeing when trying to enable
  tempest-full multinode testing with neutron.  This only fails some of
  the time.
