how to reproduce the error:

> go url horizon ---> http://localhost/dashboard/identity/users/
> view -> any user
> Verify Project ID  = None 
> Edit any Project ID = None 
> Go combobox "Primary Project"
> Click combobox

In combobox not have an option "None" or "default" Value, causing
confusion for the user.
