Description
===========

nova-novncproxy process fails to start, because of this error:
NoSuchOptError: no such option in group DEFAULT: verbose


Steps to reproduce
==================

1) deploy OpenStack Nova from master and oslo-config 3.9.0
2) do not configure verbose option in nova.conf, it's deprecated
3) start nova-novncproxy


Expected result
===============
nova-novncproxy should start without error.

Actual result
=============

nova-novncproxy starts with error:

Nova was deployed by Puppet OpenStack CI using RDO packaging from trunk
(current master).
