nova-network is deprecated with the Newton release [1], which means it
is unlikely that this gets solved. I'm closing it with "won't fix".

Bug description:
  Security groups are not working with cells using nova-network.
  Only cell API database is updated when adding rules. These are not propagated into the children cells.
