FWIW, this got proposed for Newton with [1], but it is unlikely that it
will be approved for this release as the backlog of work items in Nova
is too big at the moment. Maybe a release later. I'm closing this bug
report as the effort will be driven by the blueprint.

  libvirt allows to configure the disk IO policy with io=native or
  io=threads which according this email clearly improves performance:

  We should give the possibility to configure this as we do for
  disk_cachemode
