Use command line to attach volume to instance and got it failed.

Steps to reproduce:
cinder create 2 --display-name volume1
nova volume-attach caab638d-d73b-45cc-909e-b99e5bf856f7 1409db6a-a148-47c4-8e5a-449c94271357 auto


Symptom: attach volume failed.
