  provisioning_status of loadbalancer is always PENDING_UPDATE  when
  following these steps

Status in neutron:
  New

Bug description:
  issue is in kilo branch;

  following these steps:
  1. update admin_state_up of loadbalancer to False
  2. restart lbaas agent
  3. update admin_state_up of loadbalancer to True

  then the provisioning_status of loadbalancer is always PENDING_UPDATE

  agent log is:
