    Remove unnecessary help-panel in import keypair modal
    
    In this modal page, there is a help-panel, but when we click
    it, help message will be displayed in not this modal but the main
    modal behind this modal. This help-panel doesn't need, so this
    patch will remove it.

  There are unnecessary help-panel in the modal of import keypar in ng-
  instance modal

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  In ng-create instance modal, when we open the import keypair modal, there is the help-panel.
  But when we click this help-panel, help message will be displayed not this modal but main modal behind import keypair modal.

  This modal page has already help message written directly, so the
  help-panel is unnecessary.
