[Bug 1581928] Re: RBAC "access_as_external" policy for internal network

A network has a namespace if it has DHCP enabled on it. DHCP has nothing
to do with whether or not a network is external.

Title:
RBAC "access_as_external" policy for internal network

Status in neutron:
  Invalid

Bug description:
External network has no qdhcp namespace, when internal network does.
  So,
After creating "access_as_external" rbac policy for tenant internal network ( convertes the network to external), the network qdhcp namespace is not removed.
  IMHO it should be removed.
