  There should be a nova.objects.fields.ContainerFormatEnum for the
  ImageMeta.container_format field

Bug description:
  In the same way that https://bugs.launchpad.net/nova/+bug/1489531 was
  for changing the disk format, we should also have an enum for
  container format so we can control that a little better.
