  agent not notified on update_device_down

Status in bgpvpn:
  Invalid

Bug description:
  ML2 rpc code does not trigger port update events on
  update_device_down, thus causing bagpipe driver to not react when the
  agent reports a port as down.

  Exact consequences remain to be investigated.
