Title:
  Dashboard is not launched: openstack Mitaka

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  Openstack mitaka 3 node setup. Horizon is installed on controller
  node. All the services are up and running. when try to access horizon
  on http://controller/horizon, it is not accessible:

  As a workaround, in file /etc/apache2/conf-available/openstack-dashboard.conf i have added 
  "WSGIApplicationGroup %{GLOBAL}"

  only after that it is working.

  
  But this is no where mentioned in documentation, neither the package automatically populates this in apache wsgi configuration.
