Bug description:
  I tried to run tacker functional test for creating vnf without any
  yaml file and it resulted with below error.

  Resource creation failed with below error
  tacker.vm.drivers.heat.heat_DeviceHeat-dfd83f2a-ee12-4680-b192-3df6135bb5ce

  Create Failed
