Alike to https://bugs.launchpad.net/neutron/+bug/1571097,
there is an issue with deletion of related entities.
In this case the issue is unnecessary deletion of L7 policy and its rules when listener related to it is deleted.

The solution should be preventing deletion of a listener if the last has
L7 policy associated with it.
