  vendor-data is not functional in NoCloud datasource

Bug description:
  vendor-data is not working with the NoCloud datasource.
  The issue is that when read from the seed/source, it is assigned to vendordata, not vendordata_raw .
  as a result, it doesn't ever get processed.
