  FWAAS- FW rules table is asymmetric.

Status in OpenStack Dashboard (Horizon):

Bug description:
  FWAAS - After adding FW rule  when previous ASSIGNED TO POLICY RULES
  exist the table is asymmetric - Image attached .

  We should leave the "edit rule" at the right side and the "in policy
  field blank.
