[Bug 1589804] [NEW] Notification by MESSAGE_PATH only displays once

Public bug reported:

In mitaka, horizon has a feature to display message when user logged in.
At the moment, it is shown once and it's displayed by popup so these messages are hidden after a few seconds. In addition, user cannot show these messages without re-login.
We need to provide the way to see these message whenever user want to see.
