Title:
Neutron unit tests are failing with SQLAlchemy 1.0.11, 1.0.12 fixes
  the issue

Status in neutron:
  Confirmed

Bug description:
When running the unit tests (when building the Debian package for
Neutron Mitaka RC3), Neutron fails more than 500 unit tests. Upgrading
from SQLAlchemy 1.0.11 to 1.0.12 fixed the issue.

  Example of failed run:
  https://mitaka-jessie.pkgs.mirantis.com/job/neutron/37/consoleFull

Moving forward, upgrading the global-requirements.txt to SQLAlchemy
1.0.12 may not be possible, so probably it'd be nice to fix the issue
  in Neutron.

FYI, in Debian, I don't really mind, as Debian Sid has version 1.0.12,
and that's where I upload. For the (non-official) backports to Debian
Jessie and Ubuntu Trusty, I did a backport of 1.0.12, and that is
  fixed.
