Problem Description:
IPsec traffic metering function is missing in current VPNaaS. Those information are useful for billing and monitoring purpose. And it should be a common requirements, no matter it is vpn+l3-agent or vpn+ovn solution 

Proposed change:
Add IPsec traffic metering function to VPN agent, which will manage the metering chain/rules for each vpn connection and also do the periodically data gathering and notification sending to ceilometer. This new metering function should support any VPNaaS solution: current neutron VPNaaS and also VPN+OVN.
