[Bug 1592249] [NEW] The black background frame when hover is too small

Reproduce:
1 Login as admin
2 Open Admin/System/Resource Usage/Stats tab
3 When hover to the chart, will see the tooltip black background frame for the detail info.
The tooltip black background frame is too small, and can show the complete detail info
