    Refactoring of network details pages
    
    * network details tables refactored into tabs
    * filter actions added to each tab
    * commit affects both admin and project pages
    
    This refactoring gives us ability to
    implement pagination for this new tabs to
    improve horizon performance.

  Network Details should be a tabbed page

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Network Details shows Network info and then has 3 tables inline. This
  quickly becomes very impractical, and should be changed into a tabbed
  page, with Overview, Subnets, Ports and DHCP Agents tabs.
